All 16 bits are significant on all opcodes which have an immediate constant. This includes branches, immediate constants for immediate mode instructions, and direct addresses for direct mode instructions. The only instruction that seems to be an exception is "Jump", if you consider the two words that follow it to be an immediate constant as opposed to opcode fields. I tend to think of the secodn and third words of a Jump-family opcode to be opcode bits, since the exact type of Jump is encoded there.
