Fixed point arithmetic refers to arithmetic with non-integer values that have a fixed "binary point" within the number. This is in contrast to integer arithmetic, which involves numbers with no fractional portion, and floating point arithmetic, where there the portion of the number devoted to integer vs. fraction varies from number to number. The dividing point between the integer and fractional portion of the number is sometimes called "fractional point", "binary point" or "Q-point."
